The Emergency Recovery Grant Program strengthens community resilience by enabling immediate, coordinated support when emergencies impact residents. Over the past two decades, New Hanover County has experienced 20 federally declared disasters, most weather-related, highlighting the need for ready, responsive resources.
When Funding Is Activated
The Reserve may be activated when a state of emergency is declared in New Hanover County. It may also be deployed in response to significant non-natural crises, including criminal incidents, victimization, or behavioral health emergencies.

The program is designed to complement existing emergency response systems and operates in coordination with local emergency management leaders and disaster-response partners. It aligns with New Hanover County and the City of Wilmington’s All Hazards Response Plans.
