A lifelong Wilmington resident, Frances “Perry” Trask Chappell has dedicated her career to public service, strategic relationship building, and helping organizations navigate complex challenges. She currently serves as a Business Management and Development Consultant for The Blair Group, where she works with leadership teams to strengthen operations, improve efficiency, and support long-term growth.

Prior to entering the consulting sector, Perry developed experience in federal public policy while serving on legislative staff in the United States House of Representatives for North Carolina’s Seventh Congressional District. Her work provided valuable insight into issues including transportation, infrastructure, disaster recovery, housing, and coastal management, while sharpening her ability to bring diverse stakeholders together around common goals.

Perry’s commitment to the region is further reflected through her service on the University of North Carolina Wilmington Board of Trustees, where she contributes to decisions involving capital investments, strategic planning, and institutional growth. Having witnessed Wilmington’s evolution over the past three decades, she brings both a deep appreciation for the community’s history and a thoughtful perspective on its future.
